In 2012, former Minister of Health, Welfare and Sport Edith Schippers introduced a plan to remove Article 13 from the Health Insurance Act. This would relieve insurers of any obligation to reimburse care provided by non-contracted professionals.
If enacted, this change could undermine the longstanding principle of free choice of doctors. Many patients lack the means or willingness to pay full out-of-pocket expenses for essential care.
