California has taken a bold step as the first U.S. state to mandate later high school start times, prioritizing adolescent well-being. Governor Gavin Newsom signed this measure into law, aligning with evidence-based recommendations from leading pediatric experts to support student health and performance.

A Groundbreaking Policy

As reported by CNN on October 14, 2019, starting in 2022, California high schools must begin classes no earlier than 8:30 a.m.. Community colleges follow suit with a minimum start time of 8:00 a.m., though rural schools are exempt. This addresses a national issue: a 2015 CDC study found nearly four in five U.S. middle and high schools start before 8:30 a.m. Some districts previously saw positive outcomes from similar shifts.

Syncing with Adolescent Biology

Governor Newsom acted on guidance from the American Academy of Pediatrics (AAP) and American Academy of Sleep Medicine (AASM). Research shows teens starting school later achieve better academic results, improved health, and lower absenteeism—directly tied to their shifting biological clocks.

Adolescents need 8-10 hours of sleep nightly. Insufficient rest at this age impairs attention, behavior, and learning, while raising risks of diabetes, obesity, hypertension, and dangerous driving (legal from age 16 in the U.S.). In severe cases, it contributes to depression, self-harm, and suicide.

Teens naturally fall asleep later, so earlier bedtimes aren't realistic. Later starts allow adequate rest without disrupting routines.
