According to Eurotransplant's 2008 annual report, the Netherlands had the lowest number of post-mortem organ donors per million inhabitants last year among the organization's seven member countries.
Belgium topped the list with twice as many post-mortem donors per million, the highest rate across Europe. This is partly due to a higher proportion of donors from accident victims compared to other nations.
However, when including living donors, the Netherlands ranks highly per million inhabitants. In 2008, living donors outnumbered deceased donors two-to-one, though these donations typically involve only a kidney.
On December 31, 2008, more than 11,000 people across all Eurotransplant countries were waiting for a kidney, sometimes in combination with another organ—a slight decline from 2007.
