Complémentaire santé solidaire (formerly CMU-C)

This free universal health coverage provides 100% reimbursement for care without upfront payments. It covers doctor visits, pharmacy prescriptions, lab tests, hospital stays, dental care, and more. It also handles non-reimbursed portions like optical excesses, dental prosthetics, hearing aids, and daily hospital fees. Beneficiaries skip the €1 flat-rate contribution per medical act.

Enrollment requires following a coordinated care pathway with a declared primary care physician.

Eligibility for CMU-C

Three criteria apply: residency in France for over 3 months, legal status, and modest income. Annual resources (salaries, pensions, rents, etc.) from the prior 12 months must not exceed €8,810 for a single person or €13,215 for two in mainland France. Coverage extends to spouses or partners.

Applying for CMU-C

Submit online via your Assurance Maladie personal account. Your primary fund processes it within 2 months. It can be managed by your fund or an authorized complementary organization listed on cmu.fr. Renew annually.

Aide for Complementary Health Insurance Payments (ACS)

ACS targets those with low but slightly higher incomes than CMU-C thresholds. It subsidizes supplementary health contracts, aiding with unreimbursed costs. Benefits include access to no-excess-fee providers, exemption from the €1 contribution, medical deductibles, and direct third-party billing.

Eligibility for ACS

Applying for ACS

Send Cerfa n°12504*07 or S3711h form with income proofs to your Assurance Maladie fund. Decisions come within 2 months; no response means approval. Valid 1 year; renew as needed. ASPA recipients get automatic renewal.
