New Law Proposal
The Dutch cabinet has outlined this approach in a draft for the Social Support Act 2015. Aimed at tackling loneliness, it envisions scenarios like seniors reading to children facing language barriers or retired bookkeepers aiding municipal debt counseling. Crucially, volunteering would remain entirely voluntary, never compulsory.

Municipalities Set the Rules
Local municipalities would assess and determine support levels, including required personal financial contributions and aid expected from family or friends. Those needing help must first seek support from their personal network; government assistance activates only if that's insufficient.
