If you don't have capsules, use powdered activated charcoal instead.

For an ultra-simple method: Dampen your eyeliner brush with water, dip into charcoal powder, and apply directly. Shake off excess if using as eyeshadow.
Avoid direct eye contact. From experience, apply before inserting contact lenses.
Add cocoa powder for a brown tint or less charcoal for anthracite gray.
